    it can do, it depends on wether the domain name host offers you webspace or not. (check your account) if it does, you use the webspace on the host server, (read host’s faq)
    otherwise you have to set something up on your router to link your dynamic ip to your domain name host, (google it)
    set up iis on your pc (google it or microsoft help)
    build your website and publish it to your iis folder. (microsoft help should help)
    not very secure though.

    Yes you can set it up, but I do not recommend it as it will be very expensive.
